PhD thesis in the branch of public law on the legal regulation of financial funds allocated for social purposes / a comparative study

On Wednesday, July 5, 2023, the Public Law Branch at the Faculty of Law at the University of Mosul discussed a doctoral thesis on the legal regulation of financial funds allocated for social purposes / a comparative study, part of which was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the Faculty, and a number of members of the College Council and its teachers.

The thesis submitted by the student Mohamed Fouad Talab in the Public Law Branch dealt with financial funds allocated for social purposes, which are one of the means of assistance resorted to by the state in certain circumstances that may limit its ability to perform its main functions, which are to provide basic services by exercising the full spending role by relying on government resources as well as providing the rest of the basic needs.

The thesis aims to show that social policy is a societal necessity at the present time and this is done according to a comprehensive vision that addresses societal problems, especially housing and health, and the means and ways in which the state finances social needs are variable, especially from direct and individual funding by the government to community participation to finance these needs, and this appears in the form of a financial fund established by the state by a law allocated to finance social purposes of a basic nature.
The discussion committee was headed by Prof. Dr. Abbas Mufarrej Fahal and the membership of Prof. Dr. Muhammad Younis Yahya, Assistant Professor Dr. Abdul Sattar Hamad Anjad, Assistant Professor Dr. Fadila Abbas Ghayeb, Assistant Professor Dr. Muhammad Sami Younis and the membership and supervision of Prof. Dr. Qabas Hassan Awad.
