On Thursday, August 3, 2023, the Public Law Branch at the Faculty of Law at the University of Mosul discussed a master’s thesis on the legal regulation of the public roads facility, part of which was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the Faculty, and a number of faculty members and teachers. The thesis submitted by the student Ahmed Shakib Abdullah in the Public Law Branch dealt with the public roads facility, which is the positive appearance and fertile field of the administration’s activity in the field of public law, where the face of the administration appears as a public authority using public law methods and seeks to satisfy the needs of individuals from movement, traffic and public traffic.
The study aims to show that the Islamic Sharia has taken care of the public roads, which is the field in which most of the theories that were said in the administrative law appeared, the most important of which are the theories of funds, administrative control and administrative responsibility, and the definition of the public road in Iraqi legislation is not determined by one law, but by a set of laws, each law performs the role that it means.
The discussion committee was headed by Assistant Professor Dr. Ahmed Mahmoud Ahmed and the membership of the school Dr. Rana Essam Aid, teacher Dr. Hassan Talal Younis and the membership and supervision of Assistant Professor Dr. Abu Bakr Ahmed Othman.
