On Thursday, October 19, 2023, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on the criminal confrontation for spreading electronic rumours/a comparative study, part of which was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, and a number of members of the College Council and its faculty.
The dissertation submitted by student Ali Abdel Majeed Abdel Hamid in the public law branch dealt with the criminal confrontation that the Iraqi legislator followed to spread the rumor through electronic publishing means and in the laws being compared (Egyptian and Emirati), while explaining the major role that electronic means play in spreading the rumor and exploiting it by the perpetrators for the purpose of promoting And spreading their ideas that pose a threat to national and societal security.
The message aims to show that rumor is not a modern phenomenon, but rather an ancient historical phenomenon that has been known to human society since the dawn of history. The means of transmitting rumors have varied over time. It initially began with the method of spreading among people through speech until it reached in the modern era the spread via the Internet through means of Electronic publishing may change its means of dissemination in the future as well.
The discussion committee was headed by Assistant Professor Dr. Talal Abd Hussein, the membership of Assistant Professor Dr. Hashem Muhammad Ahmed, the teacher Dr. Khaled Awni Khattab, and the membership and supervision of Professor Dr. Muhammad Abbas Hamoudi.
