Master’s thesis in the public law branch on the public employee’s responsibility for misuse of social networking sites/a comparative study,,,
On Monday, October 23, 2023, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on the public employee’s responsibility for misuse of social media/a comparative study, part of which was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, and Professor Dr. Khalaf Ramadan Muhammad, Associate. The Dean of Administrative and Financial Affairs and a number of college council members and faculty.
The thesis submitted by student Yahya Khairy Saleh in the public law branch dealt with the Internet and social networking sites, the medium of which became widespread and widely used, and many concepts changed and reduced effort, time, and many distances. This development, in particular, social networking sites, contributed to administrative work and facilitating services for citizens and administrative institutions. Represented by the public employee, who is considered the basic foundation for running the administrative apparatus in the state and achieving its goals. The public employee, like any user, has the right to use any programs, enter any websites, express his opinion, share his ideas and thoughts, and discuss many intellectual, cultural and social fields like any user, provided that he does not violate the law.
The study aims to show that the legislation under comparison in the Egyptian and French systems regarding civil service laws did not specify a clear, comprehensive definition that would prevent the public employee. It was sufficient to define the main elements that characterize the public employee and relied on jurisprudence and the judiciary on this subject. However, the Iraqi legislator left among the legislation He decided on a special path for himself and resolved the issue in order to provide a complete definition of the public employee.
The discussion committee was headed by Assistant Professor Dr. Nectal Ibrahim Abdel Rahman, the membership of Assistant Professor Dr. Ahmed Mahmoud Ahmed, the lecturer Dr. Rana Essam Ayed, and the membership and supervision of Professor Dr. Qidar Abdel Qader Saleh.
