Scientific Symposium

Under the patronage of Professor Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the supervision and presence of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, and the members of the College Council, the Human Rights Law Branch, in cooperation with the Continuing Education Unit in our college, held on Thursday, November 30, 2023, the scientific symposium entitled Elections. Provincial Councils 2023 / Legal Vision, which witnessed the submission of a number of research papers that dealt with the importance of electing provincial councils within the framework of administrative decentralization, while reviewing the historical stages of forming provincial councils from the founding of the Iraqi state until its formation under the 2005 Constitution, with an explanation of the importance of these councils as they are considered a manifestation of democracy. In addition to its role in enhancing the popular participation of the masses in the elections, there is also a statement of the preparations of the Independent High Electoral Commission for the success of the 2023 local elections, with an explanation of the role of the Commission since its inception and its contribution to the elections, with reference to the mechanism that will be adopted in voting and counting, with an explanation of the mechanism of operation of the polling centers and stations and confirmation. On the importance of the biometric card so that the voter has the right to exercise his electoral right, then the procedural requirements for the integrity of the elections were discussed, especially with regard to the principle of legitimacy and public awareness of the electoral culture, which is one of the political rights guaranteed constitutionally, and the freedom to form political parties based on the applicable laws and ensuring the principle of competitiveness. Then, reference was made to international oversight. On national elections, since oversight is related to transparency and the democratic practice of the electoral process, with an explanation of the nature of international oversight, its legal basis, its types, and governmental mechanisms for dealing with oversight bodies. The symposium also touched on the substantive problems of voting in accordance with Law No. 4 of 2023, while highlighting the importance of the voter’s voice, which is the basis for achieving The electoral hopes of voters and a reference to the proportional representation system that will be adopted in the upcoming elections. The symposium witnessed a remarkable presence of researchers, academics, and those interested in legal affairs, who asked many questions and inquiries about the subject of the symposium. They were answered in detail by those in charge of it, and then the dean of the college presented certificates of appreciation to the management of the symposium. And its researchers in appreciation and appreciation for their efforts in establishing this activity, which comes within the series of scientific, cultural and student activities of our college during the current academic year 2023-2024.
