On Wednesday, February 14, 2024, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on legal security within the framework of the General Budget Law, part of which was attended by Professor Dr. Qusay Kamal al-Din al-Ahmadi, President of the University of Mosul, Assistant Professor Dr. Wissam Nemat Ibrahim al-Saadi, Dean of the College of Law, and a number of Members and faculty members of the councils of a university and a college of law.
The thesis submitted by researcher Zubaida Maan Hazem in the public law branch dealt with the principle of legal security, which interacts within the framework of financial legislation with each of them to reflect on the relationship between the state and individuals of an economic and financial nature, as it aims at the axis of each of them to maintain the relative stability of the law and support confidence. legitimacy and reduce the negative effects of the retroactive effect of the law.
The message aims to demonstrate that legal security is a principle of a social-legal nature, one of the basics of building the state of law, as well as being one of the pillars of the modern democratic state that calls for the slogan of preserving rights and freedoms.
The discussion committee was chaired by Assistant Professor Dr. Ahmed Suleiman Yassin, the membership of Assistant Professor Dr. Fadila Abbas Abbas, Assistant Professor Dr. Zainab Munther Jassim, and the membership and supervision of Assistant Professor Dr. Muhammad Sami Younis.
