Under the patronage of Professor Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the supervision of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, and in the presence of Professor Dr. Muhammad Siddiq Muhammad Abdullah, Assistant Dean for Scientific and Student Affairs, the Continuing Education Unit at our college held its development course entitled Advancing Administrative Work on Sunday, July 28, 2024. The above course aims to develop the practical capabilities of administrative cadres working in state departments and institutions and the public sector, and to reflect this on achieving speed in accomplishment and accuracy in work by learning about the laws, regulations and instructions related to the public service. The first day of the course witnessed the Assistant Professor Dr. Talal Abdul Hussein, Head of the Public Law Department at our college, giving a specialized scientific lecture entitled Administrative Investigation, its Procedures and Guarantees in Light of the Law on Discipline of State and Public Sector Employees No. 14 of 1991, in which he discussed the concept of administrative investigation, its procedures, investigative committees, their nature, how to form them, their tasks, their method of work, their conclusions and recommendations, and how to Ratification of its decisions. The lecture also addressed the disciplinary or disciplinary violation and the relationship between criminal and disciplinary responsibility, with a statement of the guarantees of the administrative investigation and the employee’s right to present his defense in the presence of a lawyer, with the right to appeal administrative decisions. This lecture comes within a series of lectures of the above course, which witnessed a distinguished presence of members of our college and university, in addition to members of a number of government departments and institutions, who directed many questions and inquiries about the topic of the lecture, which were answered in detail by those in charge of it.
