On Monday, July 29, 2024, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on the legal organization of the budget attached to the general budget, attended by Professor Dr. Munir Salem Taha, Assistant President of the University of Mosul for Scientific Affairs, Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, and a number of members of the College Council and its lecturers.
The thesis submitted by researcher Nashwan Ezz El-Din Ali in the Public Law Branch dealt with the attached budget, which is considered one of the important budgets in many countries of the world and is relied upon in many institutions. The attached budgets also emerged with the development of the state’s role and its increased intervention in economic and commercial affairs and the emergence of public institutions that practice economic and service activities.
The thesis aims to show that the attached budget is separate from the state’s general budget, as it is a budget specific to some industrial, commercial or service institutions in order to know the reality of these institutions in terms of profit or loss.
The discussion committee was headed by Professor Dr. Qabas Hassan Awad, and included Assistant Professor Dr. Muhammad Sami Younis, Assistant Professor Dr. Zainab Munther Jassim, and Assistant Professor Dr. Fadhila Abbas Ghaib as members and supervised.
