On Sunday, December 8, 2024, the Public Law Branch at the College of Law at the University of Mosul discussed a doctoral thesis on the enforcement of the rules of public international law against the permanent member states of the International Security Council. Part of it was attended by Professor Dr. Munir Salem Taha, Assistant President of the University of Mosul for Scientific Affairs, and a number of members of the College Council and its lecturers.
The thesis submitted by researcher Fadhel Ahmed Youssef in the Public Law Branch dealt with the violation of the rules of international law by the permanent member states of the Security Council by stating the illegal actions of these states and the possibility of holding them accountable for those actions in accordance with the rules of international law and devising innovative mechanisms and means that reach the concept of legitimacy and international justice.
The thesis aims to demonstrate the absence of an international or global vision of international law, as there is an inevitable multiplicity of national, regional, individual and institutional visions. Also, the permanent member states, by virtue of their unique status, ignore the rules of international law in favor of political tools, as the international legal policies of the permanent members swing between two poles: exploitation and withdrawal. The discussion committee was chaired by Professor Dr. Khalaf Ramadan Muhammad, and the membership of Professor Dr. Abdul Aziz Ramadan Ali, Professor Dr. Ahmed Tariq Yassin, Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Assistant Professor Dr. Shadi Adnan Awda, and the membership and supervision of Professor Dr. Muhammad Yunus Yahya.
