A scientific workshop on the rules of compulsory execution in the Government Debt Collection Law No. 56 of 1977, as amended,,,
Under the patronage of Professor Dr. Wahid Mahmoud Al-Ibrahimi, President of the University of Mosul, and under the supervision of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, the Private Law Department, in cooperation with the Continuing Education Unit, held a scientific workshop on Monday, March 10, 2025, entitled “Rules of Compulsory Execution in the Government Debt Collection Law No. 56 of 1977, as amended,” which witnessed the presentation of a number of research papers that addressed the extent to which the administrative decision is considered an executive document, stating its concept and the jurisprudential trends that defined it, the position of Iraqi law on executive documents, and the position of the judiciary on the executive decision, as well as preventing the debtor from traveling under the provisions of the Government Debt Collection Law, with reference to personal freedom and freedom of movement and travel guaranteed by national laws, international instruments and charters, and the possibility of restricting this freedom and preventing the debtor from traveling based on a decision issued by the competent authorities according to a request submitted by the creditor. The workshop also addressed the imprisonment of the debtor and the seizure of the property according to the Government Debt Collection Law and the cases The conditions under which the property is seized and the debtor is imprisoned, as well as the procedures and conditions stipulated by law, as well as the possibility of selling the property to collect government debts and the party authorized to do so. The workshop also discussed the seizure of the debtor in accordance with the provisions of the Civil Code, referring to the seizure, its concept, conditions, mechanism for its imposition, and how to remove it. In conclusion, the workshop explained government debts and the parties authorized to collect them, as it explained the concept of government debts and their types specified by law and the parties authorized to collect them. The workshop witnessed a distinguished presence of researchers, academics, and students who directed many questions and inquiries about the topic of the workshop, which were answered in detail by those in charge of it. Then the Deanship of the College honored the researchers with certificates of appreciation in appreciation of their efforts in holding this activity, which comes within a series of scientific, research, cultural, and student activities for our college during the current academic year 2024-2025.
