Under the patronage of Professor Dr. Wahid Mahmoud Al-Ibrahimi, President of the University of Mosul, and under the supervision of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, and members of the College Council, and with the follow-up of Professor Dr. Duha Muhammad Saeed, Head of the Women’s Affairs Committee at our college, the above-mentioned committee, in cooperation with the Continuing Education Unit at our college and the Women’s Affairs Unit at the University of Mosul Presidency, held a scientific workshop on Tuesday, March 11, 2025, entitled “Women’s Participation in Legislative and Local Elections.” The workshop began with a speech by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, in which he praised the efforts made in organizing this workshop, which included a number of research papers that amount to an action plan and legal policy with administrative dimensions that could contribute to the approval of many issues related to women’s participation in political life. He also expressed his deep appreciation to the chairperson and members of the preparatory committee and the researchers participating in the above-mentioned workshop, which witnessed the presentation of a number of research papers that addressed the women’s quota in the legislative elections in Iraq, with a statement. The concept of quota by allocating a number of seats for women in parliamentary councils, provincial councils and state institutions, with an explanation of the purpose of the quota, which is an organizational measure, as well as a statement of its legal basis. The workshop also pointed out the reasons for the failure to implement the women’s quota in Iraq, especially since the quota is one of the means that enhance women’s participation in political life. However, there are reasons that may generate some dilemmas, such as ethnic and racial reasons, party loyalties, violence and political instability, all of which may lead to emptying the quota system of its content. The workshop also addressed the nature of the political participation of Iraqi women after 2005, especially since women’s participation in political life is an advanced civilizational phenomenon. The Iraqi Constitution of 2005 also provided guarantees for the above-mentioned participation by approving specific percentages of seats for women in parliamentary councils and provinces. The workshop also witnessed a review of the challenges of Iraqi women’s participation in political life, especially since the challenges may be economic, social, legal, administrative, educational or cultural, with an explanation of the reasons for these challenges and their causes. The workshop also discussed the role of the Security Council in protecting women’s political rights in light of The workshop addressed the issue of women in decision-making positions in state institutions, clarifying the factors that contribute to strengthening the role of women in working in state institutions and their role in enhancing their decision-making ability. The attendees then asked many questions and inquiries about the workshop topic, which were answered in detail by those in charge. The Deanship of the College then honored the head and members of the preparatory committee and researchers with certificates of appreciation in appreciation of their efforts in organizing this workshop, which is part of a series of scientific, research, cultural and student activities for our college during the current academic year 2024-2025.
