A dialogue session on the Federal Council and its role in achieving balance between federal powers and the powers of regions and governorates not organized within a region. Professor Dr. Muhammad Izzat Fadhil, a lecturer in the Public Law Department at the College of Law at the University of Mosul, participated on Tuesday, April 8, 2025, in the tenth round of the dialogue session, organized by the European Foundation for Dialogue and Development, which was held in Nineveh Governorate in cooperation with the Iraqi Council of Representatives. The session was titled “The Federal Council and Its Role in Achieving Balance between Federal Powers and the Powers of Regions and Governorates Not Organized Within a Region.” The session was chaired by Professor Abdul Qadir Ahmed Al-Dakhil, Governor of Nineveh. The discussion focused on the establishment of the Federal Council and its potential constitutional powers should its law be enacted.
