A scientific symposium for the Public Law Department at the College of Law at the University of Mosul on legal reform in Iraq in light of the trends of the legislative and executive authorities.
Under the patronage of Professor Dr. Wahid Mahmoud Al-Ibrahimi, President of the University of Mosul, and under the supervision of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, and members of the College Council, and with the follow-up of Assistant Professor Dr. Talal Abdul Hussein, Head of the Public Law Department and supporting committees, the above-mentioned department, in cooperation with the Continuing Education Unit, held a scientific symposium on Sunday, April 20, 2025, entitled “Legal Reform in Iraq in Light of the Trends of the Legislative and Executive Authorities.” This is due to the great importance of legal reform, which is considered the fundamental pillar in building modern states and advanced societies. It includes amending legal texts, repealing some texts, or adding new legislation to make them more effective in confronting the new changes witnessed by both local and international communities, given the interconnectedness and mutual influence between them. The symposium began with the playing of the national anthem of the Republic of Iraq. Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, then delivered his welcoming speech. With the attendees and distinguished guests of researchers, academics, judges, representatives of state departments and institutions, and civil society organizations, announcing the launch of our scientific symposium, the subject of which is important as it deals with legal reform and its role in building a secure and stable society, pointing to the role of states and their continuous efforts to adopt the latest structural systems and regulatory mechanisms in the field of their efforts to achieve the objectives of the legal rule, indicating the role of state authorities in working to enhance the data that contribute to securing the ways and horizon of legislative reform, concluding his speech by offering his sincere thanks and deep appreciation to the presidency of the Public Law Branch and for all the efforts made to hold this symposium. Then, Assistant Professor Dr. Talal Abdul Hussein, Head of the Public Law Branch / Head of the Preparatory Committee, delivered his speech in which he welcomed the attendees, pointing out the importance of changing legal rules due to the progress of life and the expansion of various activities and the growing need for legal reform due to the increasing changes in order to achieve the essential goal of the text in organizing life and combating crime, thanking the Deanship of the College and its esteemed Council, appreciating the role of the researchers participating in the work of our scientific symposium, and commending everyone who participated in holding this activity. Then, the symposium began. The opening session was chaired by Professor Dr. Khalaf Ramadan Muhammad and Assistant Professor Dr. Ali Muhammad Redha as rapporteur, which witnessed the presentation of a research paper on tax reform in Iraq. Then, the first session began, chaired by Professor Dr. Muhammad Abbas Hamoudi and Assistant Professor Dr. Osama Ahmed Muhammad as rapporteur, which witnessed the presentation of a number of research papers that dealt with the draft of the new Iraqi Penal Code between authenticity and modernity – ideas, models and challenges facing tax reform in Iraq and fulfilling water protection under the federal constitution – Iraq as a model and the United Nations plan to achieve sustainable development and tax accountability for the taxpayer who has the right of musataha in the current Iraqi real estate and income tax law. Then, the second session began, chaired by Professor Dr. Qaidar Abdul Qader Saleh and Assistant Professor Dr. Abbas Fadhel Saeed as rapporteur, which witnessed the presentation of a number of research papers that dealt with legal reform attracting foreign investment and the role of the new Public Prosecution Law No. 49 of 2017 in achieving legislative reform in civil lawsuits and reforming the tax system in Iraq / a legal vision and the sixth amendment to the Implementation Law No. 13 of 2019 as a window for legislative reform in civil procedural laws and legislative policy in Iraq. Towards Effective Legal Reform, then the Dean of the College and the Chairman of the Preparatory Committee distributed certificates of appreciation to the researchers and participants in the work and preparations of the above-mentioned symposium, which concluded its work with the reading of recommendations that emphasized the importance of the stability of the Iraqi legal system, especially regarding the state’s management of public affairs, and the importance of harmonizing domestic laws with the rules of international law in light of the increasing trend towards commitment to international agreements related to financial, tax, social affairs and human rights. Then the attendees directed many questions and inquiries about the symposium topic and its research papers, which were answered in detail by the researchers. This symposium comes within a series of scientific, research, cultural and student activities of our college during the current academic year 2024-2025.
