The thesis examined the legal dimension of administrative decisions in light of the shift to electronic means, focusing on the means of proving the enforceability of electronic administrative decisions, the principle of legality, and the binding force it entails before the administrative judiciary. It also outlined the position of comparative legislation in France, Egypt, and Iraq.

The study aims to provide a scientific and practical approach to establishing the binding force of electronic administrative decisions and to demonstrate the extent to which legal and judicial texts are compatible with the evolving technological reality, thereby enhancing the flexibility of administrative law and its ability to accommodate modern developments.
