On Wednesday, February 7, 2024, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on preparing the general budget in Iraq in light of the Federal Financial Management Law No. 6 of 2019, part of which was attended by Professor Dr. Munir Salem Taha, Assistant President of the University of Mosul for Scientific Affairs and Assistant Professor. Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, and a number of College Council members and faculty.
The thesis submitted by student Hashyar Khaled Muhammad in the Public Law branch dealt with the state’s general budget, which is considered a basic means of achieving comprehensive development, whether economic or social, in the state. The budget is a thoughtful plan drawn up in light of the needs of society within the limits of the state’s financial ability to cover public expenses and whatnot. The state seeks to achieve it to meet those needs.
The message aims to show that adhering to a narrow view of the method of preparing the general budget and following the method of reducing expenditures to the greatest possible extent without identifying the effects that result from that may lead to reduction and deterioration of the economic and social levels and to the lack of a comprehensive strategy for general budget allocations in order to distribute them across the country. different.
The discussion committee was chaired by Professor Dr. Qabas Hassan Awad, the membership of Assistant Professor Dr. Muhammad Sami Younis, Assistant Professor Dr. Zainab Munther Jassim, and the membership and supervision of Assistant Professor Dr. Fadila Abbas is absent.
