Educational workshop on the Kurdistan Regional Parliament Elections Law 2024,,,
Under the patronage of Professor Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the supervision and follow-up of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, and in the presence of Assistant Professor Dr. Talal Abdul Hussein, Head of the Public Law Department, and a number of members of the College Council, and within a series of its scientific, research, cultural and student activities, and in cooperation between the Public Law Department in our college and the Independent High Electoral Commission / Nineveh Office, an educational workshop was held in our college on Monday, October 7, 2024, on the Kurdistan Regional Parliament Elections Law 2024, which began with a speech by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, in which he welcomed the honorable guests from the members of the Independent High Electoral Commission, expressing his happiness and the College Council, its cadres and students for holding this workshop, which deals with a very important topic, appreciating the efforts made in holding this activity, praising the role of the Independent High Commission The elections with its distinguished presence in the electoral scene, which represents an application of democratic principles, stressing the keenness of the college deanship on research and academic cooperation with the commission. Then, Mr. Sufyan Al-Mashhadani, the media official at the Independent High Electoral Commission, presented an introductory overview of the commission in relation to the scope of its work and parliamentary oversight, pointing out the importance of educating the voter about the method of work of the commission, which is committed to electoral laws and instructions. Then, the workshop work began, which consisted of two axes. The first axis dealt with the mechanism for calculating and distributing the quota seats for the Kurdistan Region elections, with a presentation on the election law as the basis that regulates the electoral process, with reference to the electoral foundations (election date, voter and candidate eligibility, the adopted electoral system, and determining electoral districts). The workshop also indicated that the Hare electoral system / referring to the British politician Thomas Hare, which is the system adopted in the Kurdistan Region, according to which reliance is placed on the electoral divisor, according to which votes are converted into seats, with an explanation of the method of distributing seats and calculating the quota based on the number of general seats for each electoral district. The second axis of the workshop dealt with A comparison between the Iraqi Council of Representatives Elections Law, Provincial and District Councils 2023 and the Kurdistan Regional Parliament Law 2024, where the comparison dealt with the voter card, electoral districts, announcing the results, the date of special voting, electoral propaganda, counting and sorting, election management, the electoral system, the constitutional oath, appeal, electoral silence, replacing members, educational attainment, special voting, electoral districts, the mechanism for calculating votes, the right to transfer to another party, counting and sorting. Then the attendees, including researchers, academics, lecturers and students, asked many questions and inquiries about the topic of the workshop, which were answered in detail by those in charge of it. Then the Dean of the College distributed certificates of appreciation to the lecturers and participants in the workshop. This workshop comes within the activities of our college for the current academic year 2024-2025.
