Under the patronage of Prof. Dr. Qusay Kamal Al-Din Al-Ahmadi, President of Mosul University, and in the presence of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the Faculty of Law at the University of Mosul, and a number of members of the Faculty Council, and under the supervision and follow-up of Assistant Professor Dr. Qidar Abdul-Qadir Saleh, Head of the Public Law Branch, the Public Law Branch was established on Monday, 13 December 2021 Scientific workshop entitled The New Iraqi Penal Code Draft Between Authenticity and Modernity / Ideas and Models, in which Assistant Professor Dr. Talal Abdul Hussein gave a brief explanation about the content of the new Iraqi Penal Code draft, especially since this law is of special importance as it relates to most aspects of a citizen’s life

Dr. Talal Abdul Hussein indicated in his lecture that there are many decisions related to criminal matters and criminal texts stipulated in other laws, as well as Iraq’s signing of many treaties and agreements that dealt with many criminal issues as well as social developments and new behaviors that resulted in crimes and violations that require legal treatment Which generated legislative inflation, which required the development of a general and comprehensive penal code. The workshop also touched on the philosophy adopted in the development of the new law and the possibility of collecting all laws and texts that deal with criminal issues in one legal code, indicating that the new law was adopted in his philosophy that there should be no response. An act on temporary emergency exceptional circumstances that the country is going through, which may lead to the existence of a law that burdens the citizen in the event of relying on such circumstances in drafting it, as the drafters of the new law relied on some of the principles contained in previous laws in addition to the expertise of many consultants, academics, specialists and judges , where the new law retained previous texts and canceled other texts and amended by addition and deletion and adding new texts for It did not exist previously. It dealt with new issues and issues that resulted from the repercussions of life and its development. At the end of the workshop, the attendees directed many questions and inquiries about the topic of the workshop, which were answered in detail by those in charge of it. This workshop comes within the series of scientific, cultural and student activities of our college during the current academic year 2021-2022
