Traveling Legal Caravan

The “Legal Caravan” Mobile Legal Awareness Program:

Based on the University of Mosul’s commitment to community engagement and activating institutional work to serve citizens, the College of Law launched the “Legal Caravan” program to achieve the goals of sustainable development in an informed society where justice and equality prevail.

Vision:

To spread legal awareness among all segments of Nineveh Governorate society and make initial legal consultations accessible to everyone, especially in remote and underserved areas.

Mission:

To promote the principles of the rule of law and citizenship by adopting an innovative field awareness approach based on direct outreach to local communities and providing simplified, free legal services.

Strategic Objectives of the Program:

1. To disseminate basic legal knowledge among citizens regarding laws that affect their daily lives.

2. To empower vulnerable groups (internally displaced persons, returnees, women, and youth) by informing them of their rights and how to claim them.

3. To reduce the burden on courts and state institutions by decreasing cases arising from ignorance of the law. 4. To provide a practical learning environment for college students where theoretical knowledge is applied and their communication and professional skills are developed.

5. To enhance the university’s image as an active and vital partner in community reconstruction and nation-building.

Target Groups:

• Residents of neighborhoods, districts, and sub-districts in Nineveh Governorate (with priority given to the most affected areas and those furthest from the city center).

• Returnees to their areas after the conflict.

• Owners of small and medium-sized enterprises.

• Young men and women.

• Civil society centers and local organizations.

Implementation Mechanism and Organizational Structure:

1. Mobile Transportation Unit:

• Vehicle: A small, attractively equipped bus displaying the university and program logos.

• Interior Equipment:

• Reception and registration area.

• Laptops connected to a basic (non-sensitive) database.

• Wireless printer for printing awareness leaflets or initial guidelines.

• Small display screen or portable projector for displaying awareness materials.

• Distribution boxes for printed materials. • A foldable tent for use in gathering places.

2. Caravan Team:

• Academic Supervisor: A faculty member specializing in civil, criminal, or international law.

• Program Coordinator: An administrative staff member from the college.

• Student Volunteer Team: (4-6 senior students or recent graduates) after intensive training.

• Driver.

Suggested Legal Topics for Awareness:

• Core Topics:

• Personal Status Law: (Rights of spouses, dowry, custody, alimony).

• Civil Law: (Contracts of sale and lease, real rights, entitlement).

• Criminal Law: (How to report crimes, rights of the accused, compensation for damages).

• Retirement and Social Security Law.

• Topics related to the reconstruction phase:

• Proof of ownership and real estate: (The problem of lost deeds, property registration).

• Laws specific to the reconstruction of Nineveh.

• Law on internally displaced persons and the rights of returnees.

• Specific topics:

• Combating administrative and financial corruption: (How to report, whistleblower protection).

• Cybercrime: (Phishing, extortion, privacy protection).

• Formation of civil society organizations and institutions.
