PhD thesis in the public law branch on the theory of the perfection of the criminal text

On Tuesday, September 6, 2022, the Public Law Branch at the College of Law at the University of Mosul discussed a doctoral thesis on the theory of the perfection of the criminal text. Part of it was attended by Prof. Dr. Qusay Kamal Al-Din Al-Ahmadi, President of Mosul University, Prof. Dr. Osama Al-Mashhadani, President of Nineveh University, and Prof. Waheed Mahmoud Al-Ibrahimi, Assistant President of the University Mosul for Administrative Affairs, Professor Dr. Zina Ghanem Younis, Dean of the College of Law at Nineveh University, Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law at the University of Mosul, Father Raed Adel, and a number of members of the councils of Mosul University and the College of Law and its co-chairs.

The thesis submitted by the student Obeida Amer Marei in the Public Law Branch dealt with the criminal text, which is the basic building block of the legislative structure and the tool influencing the legal formulation expressing the will of the legislator. And since the text is the important tool in addressing individuals, states have sought to reach a basic goal of enclosing the text with the presumption of its perfection in a way that prevents it from deficiency and idle talk in a legislative moment in the mind of its author. The thesis aims to put a definition of the theory of the perfection of the criminal text as the assumption of a good placement of the criminal text indicative of its meaning and its good evaluation at the moment of its formulation in order to achieve the presumption of its perfection and in a manner that preserves the legitimate expectation and relative stability and addresses the phenomenon for which it was initiated.

The discussion committee was chaired by Prof. Dr. Tamim Taher Ahmed, with the membership of Prof. Dr. Sabah Misbah Ahmed, Prof. Yasser Mohamed Abdullah, Assistant Prof. Dr. Anas Mahmoud Khalaf, and Assistant Prof. Dr. Osama Ahmed Mohamed, and the membership and supervision of Assistant Prof. Talal Abdel Hussein.
