On Thursday, December 29, 2022, the Public Law Branch at the College of Law at the University of Mosul discussed a research for a higher diploma on the human right to public real estate property / Nineveh as a model, part of which was attended by Assistant Professor Dr. Wissam Nimat Ibrahim Al-Saadi, Dean of the College, and a number of members of the College Council and its teachers.
The research presented by the student Moaz Haji Abbas in the Public Law branch dealt with the human right to real estate ownership, which is one of the basic rights guaranteed by constitutions, including the Iraqi constitution of 2005, and it was stipulated in the legislation that provided it with legal protection from any assault or prejudice to it and gave its owner the right to file a complaint Before the courts and judicial authorities.
The research aims to show that the first Iraqi legislation pertaining to state property is the Ownership Law No. 84 of 1926, and the legislator clearly defined the concept of public property, as it was stipulated in the constitution, laws, and many decisions. He also specified several criteria in order to distinguish public property from private state property.
The discussion committee was chaired by Dr. Bassam Hazem Abdel-Meguid, with the membership of Dr. Muhammad Fawzi Zaidan, and the membership and supervision of Dr. Rafel Hassan Hamed.
