Under the slogan “Agricultural Innovation and Guaranteeing Rights,” the Center for Arid Farming and Conservation Agriculture Research at the University of Mosul Organizes a Scientific Workshop on the Intellectual Property of Wheat Varieties.

  On February 3, 2026,The Genetic Resources Department at the Center for Arid Farming and Conservation Agriculture Research at the University of Mosul organized a specialized scientific workshop titled “Intellectual Property of Wheat Varieties: From registration to accreditation.” This workshop is part of its series of scientific activities aimed at enhancing legal and technical awareness in agricultural research.

  The workshop aimed to shed light on the legal and procedural pathways for protecting plant breeders’ rights and to clarify the mechanisms for registering and approving new wheat varieties in accordance with national and international standards. This ensures the preservation of bred genetic resources and stimulates innovation in the agricultural sector.

  The lectures were delivered by specialized researchers at the center: Professor Dr. Mohammed Sobhi Mustafa, Assistant Professor Dr. Maan Mohammed Saleh, Assistant Lecturer Ammar Habib Mahmoud, and Assistant Lecturer Azhar Omar Ali.

  The workshop focused on formulating a comprehensive framework for agricultural intellectual property, addressing four core themes:

  1. Nature of the Plant Variety:Defining the concept of a “new plant variety” according to scientific standards and reviewing modern methods used in breeding and genetically and phenotypically developing strains.

  2. Legislative and International Frameworks:Highlighting international agreements (such as the UPOV Convention) and local legislations that regulate plant breeders’ rights, and clarifying the legal protection mechanisms established for registered varieties.

  3. Legal Responsibility:Detailing the “civil liability” resulting from infringement on protected varieties and the legal and penal consequences arising from the circulation or propagation of bred seeds without official authorization.

  4. Sustainability and Food Security:Linking intellectual property protection with the Sustainable Development Goals (SDGs), especially Goal 2 (Zero Hunger), Goal 9 (Industry, Innovation, and Infrastructure), and Goal 12 (Responsible Consumption and Production), by stimulating agricultural innovation to ensure the abundance of strategic crops.

  The workshop’s outcomes emphasized the necessity of enhancing legal awareness among researchers to guarantee their intellectual rights, thereby contributing to supporting the national economy and achieving sustainable food security in the face of climate change.
