The platform of knowledge and the edifice of justice in the parliamentary forum,,,
Assistant Professor Dr. Talal Abdul Hussein Al-Badrani, Head of the General Branch at the College of Law at the University of Mosul, participated in the membership of the official delegation that visited the Iraqi Parliament on Sunday, February 25, 2024, to present the results of the scientific symposium held by the College of Law in partnership with the Sustainable Peace Organization (Sustainabl Pease Foundation). )) and the Cordaid organization on the phenomenon of electronic sexual blackmail. During their visit, the delegation met with Mr. Saad Fayyad, Director General of the Parliamentary Development Institute. During the meeting, which was held in the institute’s building, mechanisms for joint cooperation were discussed to reduce the effects and challenges that women face and the blackmail they are exposed to in Iraq and ways to confront it. The delegation also held a meeting with the Chairman of the Parliamentary Human Rights Committee, Representative Dr. Wahda Al-Jumaili, to discuss opening horizons for joint cooperation in the field of human rights and addressing the phenomenon of electronic sexual blackmail. The delegation met with Representative Rebwar Hadi, Chairman of the Legal Committee in the House of Representatives, and legal proposals were presented for making an amendment. Legislation on the texts of Articles (430, 431, and 432) of the Iraqi Penal Code regarding the crime of threatening to accommodate the case of electronic blackmail in general and the case of electronic sexual blackmail, which has become a phenomenon in Iraqi society, affecting important segments and requiring a stand against it in light of the expanding use of electronic social media. The visit resulted in The following results:
1- The need to mobilize media, social and legal support in order to speed up the legislation of the Cybercrimes Law to address many cybercrimes, including the crime of electronic blackmail.
2- The common desire to hold an expanded symposium or legislative forum in cooperation with the Parliamentary Development Institute and with the participation of representatives, legal experts, and security and international bodies to discuss mechanisms for reducing electronic sexual blackmail.
3- Working to adopt a proposal for a legislative amendment to the texts of Articles (430, 431, and 432) of the Iraqi Penal Code related to the crime of threatening to accommodate the case of electronic blackmail.
