Doctoral Dissertation Defense at the College of Law, University of Mosul
On Tuesday, December 31, 2025, the College of Law at the University of Mosul witnessed the defense of a doctoral dissertation by student Noor Qais Muhammad Shahin, entitled:
“The Specificity of the Female Attribute in Criminal Law – A Comparative Study”
The dissertation addressed the problematic nature of the specificity of the female attribute in criminal law from a philosophical-jurisprudential perspective. It investigated the legislator’s ability to balance the generality of criminal rules with the requirements of specificity associated with the female attribute. This included analyzing the stance of Iraqi legislation on this specificity as a dynamic element influencing criminalization, punishment, and criminal procedures. The study also compared national legislation with comparative legislation and relevant international standards, aiming to promote criminal justice and uphold human dignity.
The dissertation aimed to deconstruct the philosophical and legal foundation of the specificity of the female attribute, clarifying its position within the dialectic of equality and legitimate discrimination. It provided a critical, reformative vision to contribute to building a balanced criminal policy that aligns with constitutional principles and international standards, achieving fairer legal protection for women.
