Dr. Tariq Mohammed Tayyib Al-Qassar participated in the dialogue seminar titled “Water Crisis and Paths of Cooperation Between the Federal Government and the Kurdistan Regional Government – Legislative, Political, and Economic Paths.” The seminar was held in collaboration with the Bahar Al-Ilm Forum for Dialogue and the Al-Alamein Institute for Graduate Studies on May 3, 2023.

The seminar was inaugurated by the Dean of the College of Political Science, Assoc. Prof. Asaad Qadir Ahmed, who praised the efforts of the Bahar Al-Ilm Forum for Dialogue and the Al-Alamein Institute for their professionalism and national approach, especially in the Thirst of Iraq project, which is considered a valuable and purposeful initiative.

Dr. Mehdi Bahar Al-Ulum, the Executive Director of the Thirst of Iraq project, presented the project’s objectives, emphasizing the need for cohesive visions between Baghdad and Erbil in water management, addressing climate changes, and dealing with neighboring water-sharing countries through a national water policy.

The first session, moderated by Dr. Mohammed Yas Khudair from the Al-Alamein Institute for Graduate Studies, featured Dr. Khalid Musheeb Shallal, Director General of the General Authority for Irrigation Projects at the Ministry of Water Resources. Dr. Shallal discussed the integration of water resource management between the federal Ministry of Water Resources and the Kurdistan Region, examining the current situation and aspirations.

Dr. Sardar Qadir Muhi Aldin from the College of Political Science at Salahaddin University presented a paper on the constitutional perspective of water resource management in the federal Iraq. Additionally, Dr. Tariq Mohammed Al-Qassar, Dean of the College of Political Science at the University of Mosul, discussed “Water and Societal Security,” addressing the societal security challenges resulting from water scarcity in Iraq.

The seminar was attended by deputies from the Kurdistan Regional Parliament, advisors to the Prime Minister of the Kurdistan Region, and professors from the colleges of Political Science, Law, and Engineering at Salahaddin University in Erbil. The seminar witnessed constructive interventions and discussions aimed at finding effective solutions to the water crisis, emphasizing the need for understanding and collaboration between Baghdad and Erbil within the constitutional framework to achieve the common Iraqi interest in addressing water challenges faced by most countries in the region.
