The Establishment of Authority as an Indicator for Assessing the Quality of Governance Systems: A Comparative Study of Selected European and Arab Countries.

Summary: The Master’s thesis, titled “The Establishment of Authority as an Indicator for Assessing the Quality of Governance Systems: A Comparative Study of Selected European and Arab Countries,” was defended at the College of Political Science, University of Mosul, on November 22, 2023. The student, Marwa Hashem Ali Mohammed Al-Hajjar, conducted the research under the supervision of Prof. Walid Salem Mohammed.

The thesis explores the concept of the establishment of authority as a contemporary subject that has captivated political thinkers and researchers, particularly in European countries that underwent a qualitative leap in their institutional capabilities. The research delves into how the establishment of authority became a distinctive feature of modern European countries, contributing to a significant improvement in their governmental performance. The comparative study analyzes various patterns of political systems (monarchies, republics) within European and Arab countries, highlighting the pivotal role played by the establishment of authority in enhancing their governance quality.
