The College of Political Science at the University of Mosul Hosts the Deputy Chairman of the Nineveh Provincial Council in a Dialogue Session on the Provincial Law for Governorates Not Organized into a Region

The College of Political Science at the University of Mosul held its dialogue session titled: “Law No. 21 of 2008 on Governorates Not Organized into a Region and Its Amendments: Between Reality and Application” on Monday, 2 December 2024.

The session hosted the Deputy Chairman of the Nineveh Provincial Council, legal expert Mr. Muhammad Abdullah Al-Jubouri, and was moderated by the Scientific Assistant, Lecturer Dr. Khairallah Subhan Al-Jubouri.

The aforementioned law provides a legal framework for organizing the relationship between the central government and the provinces. It strengthens the principle of administrative decentralization, aiming to empower provinces to manage their affairs more effectively, achieve local development, and strike a balance between the powers granted on the one hand and the responsibilities imposed on the other.

The session was held under the patronage of the University President, Professor Dr. Wahid Mahmoud Al-Ibrahimi, and under the supervision and attendance of the College Dean, Assistant Professor Dr. Tariq Muhammad Tayyib Zahir. The event was attended by dozens of faculty members, staff, and students who filled the discussion hall.
