On Monday, September 18, 2023, the Public Law Branch at the College of Law at the University of Mosul discussed a master’s thesis on shifting away from criminal procedure and management in the rehabilitation of juveniles. Part of it was attended by Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College, and a number of members of the College Council and its faculty.
The thesis submitted by the student Watfa Dia Yassin in the Public Law Branch dealt with the idea of shifting to alternative procedures and measures, which is a legal system with special features of a changing criminal philosophy that is adapted to the needs and developments of society, which is represented by striving for integration in criminal policy by finding procedural and punitive alternatives in a community-based participatory format. .
The message aims to show that the idea of shifting away from criminal procedure is not alien to the imagination of the Iraqi legislator, as he has been exposed to many non-criminal procedures in general criminal legislation, such as reconciliation and waiver. It is also noted in the current Iraqi juvenile law that there is a developed and proactive view in containing, reforming and rehabilitating juveniles compared to It is compatible with other legislation issued after it, and its provisions are consistent with the principles contained in international conventions.
The discussion committee was chaired by Professor Dr. Muhammad Abbas Hamoudi, with the membership and supervision of Assistant Professor Dr. Abbas Fadel Saeed, Assistant Professor Dr. Osama Ahmed Muhammad, and the membership and supervision of Assistant Professor Dr. Talal Abd Hussein.
