On Monday, June 23, 2025, the Public Law Department at the College of Law at the University of Mosul discussed a doctoral thesis on presumption in the moral structure of crime. Professor Dr. Abdulaziz Ramadan Ali, Dean of the College, and several members of the College Council and faculty members attended the discussion.

The thesis, presented by Abdul Muhammad Qadir, a student in the Public Law Department, addressed presumption, which is a mental tool used by the legislator in exceptional cases related to protecting fundamental interests and preserving rights and freedoms. It also serves as a means of expanding the scope of a text to accommodate facts not covered by the text and establishing effects that are difficult to establish through conventional legal means.

The thesis aims to demonstrate that presumption violates the general principles of criminal law, and that the legislator establishes a presumption of error to establish a specific effect. Furthermore, presumption is an exception to the general principles of criminal law, as it constitutes a restriction on some of the general principles followed in criminal law.

The discussion committee was chaired by Professor Dr. Yasser Mohammed Abdullah, and included Professor Dr. Mohammed Rashid Hassan, Assistant Professor Dr. Talal Abdul Hussein, Assistant Professor Dr. Abbas Fadel Saeed, Assistant Professor Dr. Anas Mahmoud Khalaf, and Assistant Professor Dr. Nawfal Ali Abdullah. The committee was also supervised by Assistant Professor Dr. Nawfal Ali Abdullah.
