**Doctoral Dissertation Discussion at the College of Law, University of Mosul, on the Protection of Property Rights in Artificial Intelligence Applications**

The University of Mosul / College of Law witnessed on the morning of Wednesday, March 4, 2026, the discussion of the doctoral dissertation titled:

**”The Protection of Industrial and Commercial Property Rights within the Scope of Artificial Intelligence Applications (An Analytical Study)”**

Submitted by student Najlaa Ghanim Hamad Muheimid, under the supervision of Professor Dr. Ayser Essam Dawood.

The dissertation addressed the topic of artificial intelligence not merely as a technological development, but as a legal and social phenomenon transcending traditional frameworks, necessitating a flexible and proactive legislative response. The study reviewed the evolution of AI technologies from limited interactive intelligence to generative intelligence capable of simulating human mental faculties, highlighting the magnitude of the legislative gap between current Iraqi laws and contemporary technological reality.

The thesis aimed to shed light on the absence of clear and explicit legal texts in Iraq that regulate and protect industrial and commercial property rights associated with AI applications, particularly since current legislation, such as the Patents and Industrial Designs Law No. (65) of 1970 and the amended Copyright Protection Law No. (3) of 2004, were drafted in an era when AI had not reached its current level of development, and are fundamentally based on the concept of the “human inventor.”

**The discussion committee consisted of the following members:**
– Prof. Dr. Mustafa Nateq Saleh – Chairman
– Prof. Dr. Bushra Khaled Turki – Member
– Asst. Prof. Dr. Ali Hussein Ka’oud – Member
– Asst. Prof. Dr. Radwan Hashim Hamdoun – Member
– Asst. Prof. Dr. Rawa Younis Mahmoud – Member
– Prof. Dr. Ayser Essam Dawood – Member and Supervisor

The discussion witnessed an in-depth scientific dialogue that reflected the importance and novelty of the topic, and highlighted the need to develop the legislative framework to keep pace with accelerating technological transformations, thereby contributing to enhancing the legal environment that supports innovation and protects rights in the era of artificial intelligence.
