College of Law at the University of Mosul Witnesses a Doctoral Dissertation Defense on the Electronic Administrative Contract

The College of Law at the University of Mosul witnessed, on Wednesday, March 25, 2026, a doctoral dissertation defense entitled “The Electronic Administrative Contract (A Comparative Study)” , submitted by the student Nor Waad Ali Khidher in the specialization of Public Law.

The dissertation examined the success of electronic formation as an alternative to the traditional method in administrative contracts, and explored the possibility of its application in Iraq. The study also focused on:

  • Determining the legal nature of the electronic administrative contract in the absence of an integrated legal system consistent with its specificity.

  • Examining the impact of the Internet on the general principles of forming administrative contracts.

  • Highlighting the rules and means of proof for electronic administrative documents and the extent to which the Iraqi legislator has addressed them.

  • Seeking to overcome bureaucratic problems and government routine through the transition toward “paperless offices” to ensure the speed and credibility of procedures.
