Doctoral Thesis Defense on “Measuring the Impact of Criminal Legislation” – College of Law

On Thursday, 20 August 2026, the College of Law held the public defense of the doctoral dissertation submitted by researcher Mohammed Dhiyab Sattam Al-Jubouri, entitled: (Measuring the Impact of Criminal Legislation).

The dissertation examined the measurement of the impact of criminal legislation as a contemporary methodological tool for assessing the effectiveness of penal laws and the degree to which they fulfill the objectives of criminal policy, particularly in view of the escalating issue of legislative inflation, the mounting costs of criminalization and punishment, and their adverse repercussions on society.

The study aspired to construct a scientific and methodological framework for evaluating the impact of legal provisions, with the aim of striking a balance between penal protection, justice, and legislative efficiency. Furthermore, it sought to elucidate the underlying purpose of such measurement in generating legislation of superior quality and efficacy, thereby ensuring legislative sustainability, legal certainty, and the rationalization of both criminalization and penal sanctions.

Following an extensive and rigorous discussion, during which the researcher defended his thesis with substantive evidence and scholarly precision, the committee resolved to approve the dissertation and confer upon the candidate the Doctorate degree in Law.
