The thesis presented by the student Qais Mahmoud Hadi in the human rights law branch dealt with the development witnessed by public international law and the accompanying emergence of new concepts that were not noticed before, in addition to the fact that the promotion and protection of human rights has become the standard against which the progress of peoples and nations is measured. It is from the womb of human suffering and the urgent need to protect human rights and take care of the requirements of his survival at all times, as one of the most important goals that international human rights law seeks and shares with it in that international humanitarian law is the preservation of human dignity and the protection of all human rights.
The letter aims to show that the discrimination in the scope of application of each of the two jurists has been gradually diminishing, especially after the issuance of the Fourth Geneva Convention of 1949, which included the protection of civilians during armed conflicts. The letter also emphasized the strengthening of the principle of complementarity between both international human rights law and international law Human rights and the possibility of continuing to apply human rights rules during armed conflicts.
The discussion committee was chaired by Assistant Professor Dr. Raqib Muhammad Jassim and the membership of Assistant Professor Dr. Idris Qader Rasoul and Assistant Professor Dr. Hala Ahmed Muhammad and the membership and supervision of Assistant Professor Dr. Ziad Abdel Wahab Abdullah
