It aims to achieve a specific goal within a period of time to come, and its implementation requires the allocation of financial, material and human resources.
The issue of accepting or rejecting it is associated with the value of the expected returns from this project being greater than the costs used in the future for it, analyzing local sources of raw materials and energy, and studying the workforce and skill levels in order to know the available quantities of labor and skill levels of this workforce and the possibility of benefiting from them in production processes.
