Department of Accounting at the College of Administration and Economics, University of Mosul Discusses a Higher Diploma Thesis on Financial Reporting Analysis under IPSAS 2

The Department of Accounting at the College of Administration and Economics, University of Mosul, held the defense of a Higher Diploma thesis in Governmental Accounting and Budgets on Sunday, March 8, 2026, in Discussion Hall No. (2) at the college.
The thesis, titled:
“Financial Reporting Analysis under IPSAS 2 and Its Role in Evaluating the Financial Performance of Government Colleges – An Applied Study,”
was presented by the student Huda Saad Hazem Al-Sayegh.
The study aimed to clarify the role of financial reporting analysis in accordance with the International Public Sector Accounting Standard 2 (IPSAS 2) in evaluating the financial performance of Iraqi public universities. This comes in light of the developments in governmental financial reporting resulting from increasing demands for transparency and accountability, as well as the growing size and complexity of government financial operations.
Financial reporting is no longer limited to demonstrating compliance with budget implementation based on the cash basis. Instead, it now includes a set of reports and statements that provide both financial and non-financial information, assisting stakeholders in decision-making and performance evaluation. In this context, financial reporting serves as a primary communication tool for conveying information to oversight authorities and relevant stakeholders, thereby enhancing accountability in the use of public resources.
The study reached several key findings, including:
The application of IPSAS 2 contributes to providing more objective and reliable financial information, which helps in evaluating financial performance and improving the quality of financial reporting.
Implementing the standard enhances transparency and accountability in government units by improving the content and structure of financial reports.
Cash flow analysis provides clear indicators regarding liquidity levels and the ability to finance activities and achieve objectives, in addition to supporting decision-makers in rationalizing the use of public resources.
