The College of Administration and Economics at the University of Mosul / Department of Economics hosted, on Tuesday (March 31, 2026), in Discussion Hall No. (2), the defense of a PhD dissertation entitled:
“The Role of the Currency Window in Shaping Fiscal and Monetary Policies to Support the Iraqi Dinar Exchange Rate”
Presented by the student: Abdulaziz Ahmed Hassan.
The study aimed to analyze the role played by the foreign currency window in stabilizing the official exchange rate of the Iraqi dinar, by evaluating the mechanisms of foreign currency injections and their impact on reducing fluctuations in the parallel market. It also examined the relationship between the volume of currency window sales and both the official and parallel exchange rates, in addition to identifying the direction of causality between these variables over the study period.
Key findings of the study include:
The exchange rate in the parallel market experienced a significant increase during the study period, rising by approximately 260% annually.
This reflects a depreciation of the Iraqi dinar against the US dollar in the parallel market due to structural economic challenges.
Among the most prominent challenges are: weak effectiveness of monetary policy, heavy reliance on oil revenues, and limited domestic production.
