The Department of Accounting at the University of Mosul Discusses Master’s Thesis on Public Sector Governance and IPSAS Reporting

The Department of Accounting at the College of Administration and Economics, University of Mosul, held on Sunday, May 10, 2026 a public defense in Discussion Hall No. 1 for the Master’s thesis titled:

“The Role of Public Sector Governance in Enhancing Financial Reporting in Accordance with IPSASs” Submitted by the student: Naji Hajji Elas Haider.

​The study aimed to analyze the role of public sector governance in enhancing financial reporting within government units according to the International Public Sector Accounting Standards (IPSASs). Furthermore, it sought to re-prepare and present government financial statements based on actual data while analyzing the resulting discrepancies, thereby contributing to the development of transparency and financial accountability.

​The results of the study demonstrated that adopting IPSASs has brought about a fundamental transformation in the government accounting system. This transition shifts the focus from expenditure control based on the modified cash basis to presenting the financial position according to the accrual basis. This shift strengthens governance principles, solidifies transparency in financial data presentation, and provides a more accurate representation of the financial status of government units.
