The Department of Economics at the College of Administration and Economics, University of Mosul, Discusses a Doctoral Dissertation on Oil Price Fluctuations and Fiscal Sustainability

On Thursday, May 21, 2026, the Department of Economics at the College of Administration and Economics, University of Mosul, hosted a doctoral dissertation defense in Discussion Hall No. 1. The dissertation was presented by the student Halkurd Zaher Maher Al-Zibari, entitled:”Measuring and Analyzing the Impact of Oil Price Fluctuations on Fiscal Sustainability Indicators: A Comparative Study of Selected Countries with Reference to Iraq
The study aimed to analyze the fiscal policies adopted by the selected countries to cope with oil price volatility and to measure their impact on fiscal sustainability indicators, while highlighting the reality of the Iraqi economy and its vulnerability to oil shocks.
The most prominent findings of the study include:
- High Vulnerability: The Iraqi economy is significantly affected by oil shocks due to weak economic diversification and the government’s heavy reliance on oil revenues.
- Direct Volatility Impact: There are direct repercussions of oil price fluctuations on both fiscal and economic sustainability indicators.
- Policy Recommendation: The study emphasized the vital importance of adopting fiscal and economic policies that help reduce reliance on oil revenues and enhance long-term fiscal sustainability.
