The University of Mosul Moves Toward Establishing Iraq’s Second Higher Institute for Accounting and Financial Studies with Active Follow-Up from the Administration and Economics College Leadership

In a qualitative academic step enhancing the trajectory of specialized graduate studies at the University of Mosul, the Director General of the Department of Research and Development at the Ministry of Higher Education and Scientific Research, Prof. Dr. Lubna Khamis Mahdi, accompanied by the specialized ministerial team, visited the University of Mosul on Sunday, October 4, 2026, to review the scientific, administrative, and infrastructural assets associated with establishing the Higher Institute for Accounting and Financial Studies.
This project comes under the diligent follow-up of the President of the University of Mosul, Prof. Dr. Waheed Mahmoud Al-Ibrahimi, and the direct, continuous pursuit of the Dean of the College of Administration and Economics, Prof. Dr. Sinan Zuhair Muhammad Jamil, since the initial stages of conceptualizing the establishment, with the participation of the Associate Dean for Scientific Affairs, Assoc. Prof. Dr. Salem Khalil Khalid, and the Associate Dean for Administrative and Financial Affairs, Dr. Abdulrahman Zuhair Abdulqader.
Upon completing the requirements and securing final ministerial approvals, the institute is expected to become the second higher institute specialized in graduate accounting and financial studies in Iraq after the University of Baghdad, serving as a specialized academic unit within the University of Mosul and opening new horizons for graduates of the Accounting and Financial and Banking Sciences departments.
The proposed programs are set to include the Higher Diploma equivalent to a Master’s degree and the Doctoral degree in Legal Accounting, alongside the Higher Diploma in Taxation and the Higher Diploma in Banking.
The review encompassed three main axes: the first involved visiting the institute’s building to assess its readiness, administrative units, and scientific departments; the second featured a meeting between the Dean of the College of Administration and Economics and several faculty members holding doctorate degrees across various academic titles from the departments of Accounting, Financial and Banking Sciences, and Business Administration, to evaluate the academic capabilities available to support the proposed programs.
The third axis involved an expanded meeting attended by the Dean alongside the Vice President of the University for Scientific Affairs, Prof. Dr. Abdulrahim Ibrahim Jassim, the Director of the Department of Graduate Studies at the University Presidency, and the ministerial team. The meeting witnessed extensive discussions regarding the scientific, administrative, and organizational aspects, as well as requirements for completing the establishment procedures.
This project reflects the University of Mosul’s drive toward expanding its qualitative graduate study ecosystem and introducing advanced academic and professional tracks in accounting and finance, with hopes of launching study programs at the institute during the 2027–2028 academic year following approval from the Ministry of Higher Education and Scientific Research and the completion of official procedures.
