Doctoral Dissertation Defense

A doctoral dissertation defense was held at the College of Law for a thesis entitled “Parallel Financial Investigation in Corruption Crimes” by the student Noor Al-Deen Mohammed Al-Yas Al-Salami, on Thursday, March 26, 2026, under the supervision of Associate Professor Dr. Abbas Fadel Saeed.
The dissertation addressed the topic of parallel financial investigation as one of the modern criminal procedures necessitated by the evolution of financial crimes, particularly corruption crimes. It focused on the importance of tracing the funds of defendants and uncovering their paths in order to recover proceeds obtained from crime and enhance the effectiveness of criminal justice, in light of the challenges facing traditional procedures.
The study aimed to demonstrate the importance of adopting this procedure within preliminary investigations into financial crimes, while emphasizing the necessity of incorporating it into the Iraqi Code of Criminal Procedure, given its role in strengthening criminal deterrence. The dissertation also recommended amending current legislation, adopting a special legal system for the seizure and management of defendants’ assets pending final judgment, as well as presenting legislative proposals in this regard.
The defense committee consisted of a distinguished group of criminal law professors and specialized experts. The committee was chaired by Professor Dr. Osama Ahmed Mohamed, with membership from several professors from the College of Law / University of Mosul, the Ministry of Higher Education, and the Federal Integrity Commission:
