The College of Law at the University of Mosul Witnesses a PhD Thesis Discussion on the Legal Regulation of the Relationship Between the Central Bank and the Financial Authority

A PhD thesis discussion took place at the College of Law, University of Mosul, titled “The Legal Regulation of the Relationship Between the Central Bank and the Financial Authority in Iraqi Legislation” , submitted by the student Rayan Ahmed Jassim Al-Jarjari.

The thesis examined and analyzed the legal framework regulating the relationship between the Central Bank of Iraq and the financial authority (the Council of Ministers and the Federal Ministry of Finance). The study was based on:

  • Analysis of the constitutional texts in the 2005 Constitution.

  • Study of the amended Iraqi Central Bank Law No. (56) of 2004.

  • Analysis of the amended Financial Management Law No. (6) of 2019 and related laws.

The study aimed to determine the nature of the relationship between the two institutions in light of fundamental challenges, assess the extent to which national legislation aligns with international standards for central bank independence, as well as measure the level of cooperation and coordination between the monetary and fiscal authorities.
