On Wednesday, 1 July 2026, the College of Law at the University of Mosul witnessed the defense of the first Master’s thesis within the “Study in Iraq” program scholarship, in a step that reflects the program’s success in attracting international students and enhancing the University’s academic standing.

The student Amir Muhammad Rakan presented his thesis entitled “The Responsibility of the Government for the Governmental Program – A Comparative Study”, under the supervision of Assistant Professor Dr. Ikram Falah Ahmed Al-Sawwaf.

The thesis examined and analyzed the government’s responsibility for the governmental program as one of the most important forms of constitutional and political responsibility, by clarifying the conceptual framework and legal foundations of this responsibility, and studying mechanisms of parliamentary and judicial oversight, while conducting a comparative study between Iraq, Egypt, and the United Kingdom, ultimately presenting proposals that contribute to developing the legal framework and enhancing the principles of transparency and accountability.

The thesis aimed to establish the legal nature of the governmental program, clarify the government’s responsibility for its implementation, analyze the adequacy of oversight and accountability tools, as well as benefit from comparative experiences to provide recommendations that contribute to strengthening the rule of law and elevating governmental performance.

This defense is considered a distinguished academic milestone in the College of Law’s journey, as it is the first defense of a Master’s thesis within the “Study in Iraq” program scholarship, reflecting the College’s commitment to supporting academic exchange programs and openness to international students, in line with the directions of the Ministry of Higher Education and Scientific Research regarding the internationalization of education and the enhancement of the scientific environment in Iraqi universities.
