Doctoral Thesis Defense at the College of Law – University of Mosul on the Legal System of the Foreign Service Officer

The College of Law – University of Mosul witnessed today, Monday, July 27, 2026, the defense of the doctoral thesis entitled “The Legal System of the Foreign Service Officer – A Comparative Study”, submitted by the student Zubaid Humair Mohammed Al-Taha, under the supervision of Professor Dr. Ahmed Mahmoud Al-Rubaie.
The thesis examined the legal system of the foreign service officer in Iraqi law and comparative law in both Egypt and Algeria, by exploring the conceptual framework of the foreign service officer, the conditions and methods of appointment, as well as clarifying their legal status and associated rights, duties, and disciplinary responsibility, extending to the cases of ordinary and extraordinary termination of the employment relationship, and the mechanisms of administrative and judicial oversight thereof.
The study aimed to shed light on this important and sensitive category of public employees, who are characterized by a special legal system, as well as to diagnose the problems facing this system and address legal deficiencies and gaps, thereby contributing to enhancing the effectiveness and efficiency of foreign service officers and the diplomatic and consular corps.
The discussion committee consisted of Professor Dr. Ahmed Khorshid Hamidi as Chair, with the membership of Professor Dr. Naktal Ibrahim Abdulrahman, Professor Dr. Ali Mohammed Ridha, Assistant Professor Dr. Abubakr Ahmed Othman, and Assistant Professor Dr. Ansam Ali Abdullah, while Professor Dr. Ahmed Mahmoud Al-Rubaie served as a member and supervisor.
This defense comes within the framework of the College of Law – University of Mosul’s commitment to specialized scientific research and its support for comparative legal studies that contribute to the development of legislation and the enhancement of the efficiency of legal and administrative institutions.
