The College of Law at the University of Mosul discussed, on Sunday, August 9, 2026, the master’s thesis titled “The Legal Framework for Utilizing Artificial Intelligence for Environmental Protection in Public International Law”, submitted by student Hadeel Khalid Ahmed Mohammed Mal, under the supervision of Professor Dr. Raqeeb Mohammed Jassim.

The thesis examined the legal framework for employing artificial intelligence in environmental protection within the context of public international law, through three main chapters. The first was devoted to examining the conceptual framework of artificial intelligence and environmental protection, while the second chapter addressed the international legal framework for utilizing artificial intelligence in environmental protection and the governance of its applications in the environmental field. The third chapter examined international liability for environmental damage resulting from the use of artificial intelligence, highlighting the most prominent legal challenges related to attribution and causation, and the adequacy of traditional rules to address them.

The study aimed to establish the conceptual framework of artificial intelligence in the environmental field, analyze the international legal framework regulating its use in environmental protection, demonstrate the role of international governance in organizing its applications and enhancing the implementation of environmental obligations, as well as examining its impact on the rules of international liability, culminating in a forward-looking vision for a more appropriate international legal framework to keep pace with technological developments.

The examination committee consisted of Professor Dr. Ahmed Tariq Yassin as Chairperson, with the membership of Associate Professor Dr. Fares Mohammed Hussein, Associate Professor Dr. Wisam Ne’mat Ibrahim, and Professor Dr. Raqeeb Mohammed Jassim as a member and supervisor.

This discussion comes within the framework of the College of Law at the University of Mosul’s interest in contemporary legal research, particularly studies that address the intersection between modern technological developments, international legal rules, and environmental protection.
