The College of Law at the University of Mosul discussed, on Monday, August 10, 2026, the master’s thesis titled “Financial Technology Companies and Their Impact on Sustainable Development – A Comparative Study”, submitted by researcher Asel Ammar Abdul Sattar Ali Al-Adwani, under the supervision of Professor Dr. Mustafa Natiq Saleh.

The thesis addressed the concept of financial technology (FinTech) companies as one of the most prominent recent developments in the financial sector, by examining their legal nature and key applications, and their role in achieving sustainable development goals, particularly through enhancing financial inclusion, supporting the digital economy, and financing small and medium-sized enterprises, as well as studying the legal provisions regulating their work, obligations, legal liability, and the oversight imposed on them.

The study also examined the most significant risks facing FinTech companies, including money laundering and terrorist financing risks, technical risks, cyberattacks, and phishing, while clarifying the position of comparative legislation on their regulation, and highlighting the need for a specific legal framework for them in Iraqi legislation.

The study aimed to clarify the concept of FinTech companies, their characteristics, and their legal nature, analyze the legal framework regulating them, demonstrate their impact on achieving sustainable development goals, as well as analyze the position of Iraqi legislation and comparative legislation, culminating in a proposal to issue a special legal legislation regulating the work of FinTech companies in line with technological developments and enhancing confidence in the financial sector.

The examination committee consisted of Associate Professor Dr. Munahel Abdul Ghani Mustafa as Chairperson, Associate Professor Dr. Rawa Younis Mahmoud as a member, Dr. Anwar Nouri Taha (Lecturer) as a member, and Professor Dr. Mustafa Natiq Saleh as a member and supervisor.
