PhD thesis in the branch of public law on disciplinary decision / comparative study

On Thursday, July 27, 2023, the Public Law Branch at the Faculty of Law at the University of Mosul discussed a doctoral thesis on the disciplinary decision / a comparative study, part of which was attended by MP Jamil Abd Sabak, member of the Iraqi Council of Representatives, Prof. Dr. Qusai Kamal Al-Din Al-Ahmadi, President of the University of Mosul, Prof. Dr. Munir Salem Taha, Assistant President of the University of Mosul for Scientific Affairs, Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of our college, in addition to a number of members of the councils of the University of Mosul and the Faculty of Law and its teachers.

The thesis submitted by the student Iyad Tariq Hamed in the Public Law Branch dealt with the disciplinary decision, which is one of the important means in various disciplinary systems, whether presidential, quasi-judicial or judicial, and its main purpose is to ensure the regular and steady functioning of public utilities and achieve justice by taking legally specified procedures and controls to impose disciplinary punishment on employees in the event of their failure to perform their duties entrusted to them by law and their violation of them.

The thesis aims to show that for the establishment of disciplinary or disciplinary responsibility in the field of public office, there must be the capacity of a public employee and that the act or conduct constituting the disciplinary or disciplinary crime is issued by an individual who has acquired the status of public employee and that this act or behavior violated the duties of the job.
The discussion committee was headed by Prof. Dr. Ahmed Khurshid Hamidi and the membership of Prof. Dr. Hassan Muhammad Ali, Assistant Professor Dr. Naktal Ibrahim Abdul Rahman, Assistant Professor Dr. Ahmed Mahmoud Ahmed and Assistant Professor Dr. Ali Muhammad Reda and the membership and supervision of Prof. Dr. Qaidar Abdul Qader Saleh.
