An educational seminar on the legislative authority between text and reality,,,
Under the patronage of Professor Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the supervision of Assistant Professor Dr. Wissam Nimat Ibrahim Al-Saadi, Dean of the College of Law, and with the follow-up of the members of the College Council and in the presence of the Dean of the College of Political Science at the University of Mosul, the College of Law at the University of Mosul, in cooperation with the Iraqi Association for Political Science / Nineveh Branch, held an educational seminar entitled Legislative Authority between Text and Reality on Wednesday, October 23, 2024, where our college hosted the representative in the Iraqi Parliament, Professor Dr. Muzahim Qasim Al-Khayat, Chairman of the Parliamentary Committee for Higher Education and Scientific Research. The seminar began with a speech by Dr. Wissam Nimat Ibrahim Al-Saadi, in which he welcomed Dr. Muzahim Qasim Al-Khayat and the honorable guests in the space of science and creativity / College of Law, appreciating the distinguished role of Dr. Muzahim Al-Khayat in communicating with educational institutions, including the College of Law at the University of Mosul, praising the role of the Parliamentary Committee for Higher Education and Scientific Research in maintaining scientific sobriety in The spaciousness of Iraq, science and knowledge, and the distinguished position of the university professor and student. Then, Dr. Muzahim Al-Khayat delivered a speech in which he praised the role of the University of Mosul in scientific research and cognitive investigation, expressing his happiness as one of the graduates of this university and its workers for decades, pointing to the role of the College of Law in its research work related to the core work of the legislative authority. Then, Dr. Ali Hussein Yassin, Head of the Political Science Association / Nineveh Branch, delivered a speech in which he welcomed the honorable attendees, extending his utmost appreciation and respect to Dr. Muzahim Al-Khayat for his attendance at the work of this symposium, which comes within a series of joint scientific activities between the Faculties of Law and Political Science / University of Mosul. Then, Dr. Muzahim Al-Khayat delivered a lecture in which he addressed the Emergency Food Security Support Law and its role in providing support for laws and legislation related to the appointment of the first graduates in Iraqi colleges and institutes and holders of master’s and doctoral degrees, in addition to providing huge sums of money to complete and build strategic projects such as Ibn Sina Hospital in Mosul and a number of hospitals in the districts of Nineveh Governorate and the circular road, stressing the importance of informing law and science experts. The political agenda of this law and what it contains of highly important issues, as well as the issues related to laws and legislation related to providing support to newly established Iraqi universities and what this leads to in terms of providing job opportunities, as he referred to the law of private university higher education and the soundness of study within Iraq compared to many Middle Eastern countries, explaining the amendment included in the law of the Ministry of Higher Education and Scientific Research and what it includes in terms of the independence of universities and the establishment of a scientific research authority with an integrated structure, addressing the conditions that must be met to establish any private university in accordance with the amended and newly established laws and legislation, explaining the issues that must be addressed and added to the Twenty Twenty Law, most notably opening a study file in the Ministry of Higher Education and Scientific Research and obtaining official approvals and studying in any specialization according to need and the duration of study for both the master’s and doctorate degrees, then he directed the attendees of researchers, academics, teachers and students to many questions and inquiries about the topic of the symposium, which were answered in detail by those in charge of it. At the end of the symposium, Dr. Wissam Ni’mat Ibrahim Al-Sa’di, Dean of the College of Law, presented two certificates of appreciation to each of Dr. Muzahim Al-Khayyat and Dr. Ali Hussein Yassin. This symposium comes within a series of scientific, research, cultural and student activities for our college during the current academic year 2024-2025.
