A qualifying developmental seminar on the ethics and behavior of the lawyer and the legal profession,,,
Under the patronage of Professor Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the supervision and attendance of Assistant Professor Dr. Wissam Nimat Ibrahim Al-Saadi, Dean of the College of Law and the members of the College Council, the Qualification, Employment and Follow-up Unit in our college, in cooperation with the Nineveh Governorate Lawyers’ Delegation Authority, held its qualifying developmental seminar entitled The Ethics and Behaviors of the Lawyer and the Legal Profession, which began with a speech by Assistant Professor Dr. Wissam Nimat Ibrahim Al-Saadi, Dean of the College, who welcomed the honorable guests from the President and members of the Nineveh Lawyers’ Delegation Authority at the beginning, indicating the importance of this seminar, which constitutes an interaction between the theoretical scientific and practical applied aspects, praising its role in enhancing legal understanding, appreciating the role of the Bar Association in its communication with our college, thanking the wonderful efforts of the President and members of the Preparatory Committee in holding this activity, then the scientific session began with the presentation of the lawyer Saleh Ali Al-Jubouri, Chairman of the Nineveh Lawyers’ Delegation Board, presented his research paper entitled “Ethics and Professional Conduct” in which he provided an introductory overview of the Bar Association, which is managed by the Bar Council, indicating that the Nineveh Lawyers’ Delegation Board is a representative of the Bar Association in Nineveh Governorate and is responsible for managing the affairs of lawyers in Nineveh Governorate as well. Its headquarters are in the Presidency of the Nineveh Governorate Court of Appeal. Then, he explained in his paper the importance of the legal profession and its societal role, pointing out the necessity for the lawyer to be informed, in addition to legal sciences, of other sciences that may be required by the necessities of work. He indicated that the rules of professional conduct for lawyers are based on two axes: the personal conduct of the lawyer and professional conduct, stressing the necessity and importance of the lawyer’s commitment to the above rules of conduct after graduating from university and obtaining the Bar Association identity, also stressing the appropriate official appearance of the lawyer in official and societal positions and his freedom to accept or reject the lawsuit from the client except in two cases: legal aid and delegation. Then, Lawyer Anas Mahmoud Al-Zarri, Vice President of the Professional Conduct Committee, presented his research paper entitled “The Legal Profession” in which he touched on the importance of the profession. The legal profession and its dangers, as the lawyer in his work is aware of many of the client’s secrets and mysteries, which requires observing confidentiality in the work, stressing that reading and continuous review contribute to acquiring legal culture and thus are a path and steps for the lawyer’s success in his work, while stressing the necessity of the lawyer’s commitment to the rules of professional conduct and the legal rules stipulated in the Lawyers’ Law, referring to the Professional Conduct Committee, its formation, powers and its role in imposing a penalty on the lawyer in the event that he commits a violation, with reference to the procedures that the lawyer can resort to in the event that any penalty is imposed on him. Then, the lawyer Ali Ahmed Aboush presented his research paper entitled The Legal Profession Between Reality and Ambition, in which he addressed the antiquity of the legal profession and its role on the societal and judicial levels and what it constitutes as a moral, scientific and societal source for the lawyer who represents a societal vision and a scientific axis within the limits of his specialization and field of work, indicating the necessity of the lawyer’s ability to conduct sound legal scientific analysis before accepting or rejecting the client’s lawsuit, with his attention to details to the point of persuasion, and this is related to the lawyer’s scientific knowledge and culture. And his practical experience, touching on the human role of the lawyer and his profession and its interaction with the spirit of the law in defense and advocacy. The above symposium witnessed a distinguished presence of researchers, academics, and those interested in legal and societal affairs and students who directed many questions and inquiries about the topic of the symposium, which were answered in detail by those in charge of it. The symposium came out with many recommendations related to its topic. In conclusion, the Deanship of the College honored the guests of our college participating in the work of our above symposium, in addition to the head and members of the preparatory committee, with certificates of appreciation. This symposium comes within a series of scientific, research, cultural and student activities for our college during the current academic year 2024-2025.
