A scientific workshop for the Public Law Branch on the legal problems of the general budget in Iraq,,,
Under the patronage of Professor Dr. Qusay Kamal Al-Din Al-Ahmadi, President of the University of Mosul, and under the supervision of Assistant Professor Dr. Wissam Nemat Ibrahim Al-Saadi, Dean of the College of Law, and the gentlemen members of the College Council, and with the follow-up of Assistant Professor Dr. Talal Abdul Hussein, Head of the Public Law Branch, the above branch, in cooperation with the Continuing Education Unit in our college, held on Sunday, November 17, 2024, its scientific workshop entitled Legal Problems of the General Budget in Iraq, which began with a speech by Professor Dr. Khalaf Ramadan Muhammad, Assistant Dean for Administrative and Financial Affairs, in which he welcomed the honorable attendees of researchers, academics, and those interested in legal and financial affairs and students, appreciating the efforts made in holding this workshop, indicating the importance of its topic as it relates to the financial affairs of the state. Then the scientific session began under the management of Professor Dr. Qabas Hassan Awad, which witnessed the presentation of a number of research papers that dealt with the conceptual framework of the general budget by explaining the concept of the budget and presenting An explanatory definition of it, addressing its elements and natural and legal rules, with a statement of the legal and constitutional violations of the General Budget Law, which may include a departure from the established constitutional principles in the tax field. The workshop also addressed the legislative shortcomings in the law regulating the principles and rules of the general budget, which is the Financial Administration Law of 2019. Then the attendees asked many questions and inquiries about the topic of the workshop, which were answered in detail by those in charge of it. In conclusion, the Deanship of the College honored the researchers with certificates of appreciation presented to them by Professor Dr. Khalaf Ramadan Muhammad, Assistant Dean for Administrative and Financial Affairs, in appreciation of their efforts in holding this activity, which comes within a series of scientific, research, cultural and student activities for our college during the current academic year 2024-2025.
