A PhD thesis in the Public Law Department on Judicial Oversight of the Organization and Conduct of Elections in the Middle East: A Comparative Legal Study, Syria, Egypt, Iraq

On Tuesday, June 24, 2025, the Public Law Department at the College of Law at the University of Mosul discussed a PhD thesis on Judicial Oversight of the Organization and Conduct of Elections in the Middle East: A Comparative Legal Study, Syria, Egypt, and Iraq. Professor Dr. Abdulaziz Ramadan Ali, Dean of the College, and several members of the College Council and faculty members attended the discussion.

The thesis, presented by Omar Abdel Nafi Khalil, a student in the Public Law Department, addressed judicial oversight of elections as a guarantee of integrity in democratic processes. Its importance is growing in light of the challenges facing governing systems in Middle Eastern countries, which suffer from disparities in the judicial and legal structures related to elections.

The thesis aims to establish a legal framework for judicial oversight of elections in some Middle Eastern countries. This framework is provided by international treaties to which the concerned countries have acceded, as a source of international electoral standards. It also includes the constitutions of the concerned countries and the existing electoral rules contained in current laws.

The discussion committee was chaired by Professor Dr. Sivan Bakrad Mesrob, and included Professor Dr. Sahar Muhammad Najib, Professor Dr. Muhammad Izzat Fadhel, Assistant Professor Dr. Karwan Izzat Muhammad, and Assistant Professor Dr. Laith Thanoon Hussein. The committee also included and supervised by Assistant Professor Dr. Luqman Othman Ahmed.
