Master’s thesis in the field of human rights law on the legal protection of underwater cultural heritage

On Monday, June 30, 2025, the Department of Human Rights Law at the College of Law at the University of Mosul discussed a master’s thesis on the legal protection of underwater cultural heritage. Several members of the College Council and faculty members attended the discussion.

The thesis, submitted by student Ruba Mohammed Khalil in the Department of Human Rights Law, addressed underwater cultural heritage, which represents the cultural, civilizational, and historical identity of societies. Its essence is embodied in its status as a cultural and moral treasure for peoples who are keen to protect their underwater heritage.

The thesis aims to demonstrate that Iraqi law does not include a specific provision for the protection of underwater cultural heritage in Antiquities and Heritage Law No. 55 of 2002. Furthermore, the UNESCO Convention is the first independent international legal document addressing the international protection of underwater cultural heritage.

The discussion committee was chaired by Professor Dr. Abdulaziz Ramadan Ali, and included Assistant Professor Dr. Shaima Abdul Sattar Jabr and Assistant Professor Dr. Faris Mohammed Hussein, with the membership and supervision of Professor Dr. Raqib Mohammed Jassim.
